Welcome Address
Sebastian Oberthür is the Co-Director of the Research Centre for Environment, Economy and Energy (3E Centre) at the Brussels School of Governance and Professor of Environmental Policy and Law at the Centre for Climate Change, Energy and Environmental Law at the University of Eastern Finland. His work focuses on European and international environmental, climate and energy governance, policy and law. He is also the scientific coordinator of GreenDeal-NET.

Opening Keynote
Miranda Schreurs (PhD University of Michigan) investigates environmental movements, green politics, and climate policy making both comparatively and internationally. She also specialises on the politics surrounding the disposal of highly radioactive waste. In 2011, Prof. Schreurs was appointed by Chancellor Angela Merkel as a member of the Ethics Committee for a Secure Energy Supply. In 2016, she was appointed by the German Bundestag as a member of a committee established to bring citizens’ voices and ensure greater transparency in the search for a disposal site for highly radioactive waste. She was a member of the German Council on the Environment (2008-2016) and served both as Vice Chair and Chair of the European Advisory Council on Environment and Sustainable Development. Currently, she is a member of the Spatial Planning Advisory Body to the Federal Ministry of Housing, Urban Development, and Building.

Nuno Lacasta has been working on environment and sustainable development for over 20 years in Europe and in the United States. Since 2012 he has been serving as CEO of APA. He has been in public service since 2003, having led the Portuguese Environment Ministry’s International Department, coordinated Portugal’s climate policy and directed the Portuguese Carbon Fund. In his capacity at APA, he served as Bureau member of the European Environment Agency (EEA), and as OECD Environmental Policy Committee’s Chair.
Claire Dupont is Research Professor of European governance of sustainability transformations at Ghent University. Her research focuses on the policy, politics and governance of the climate neutrality and sustainability transitions in Europe. She is chair of the Scientific Committee of the European Environment Agency (EEA) and member of the Climate Policy Observatory of Luxembourg.
Max Jungmann is the Executive Manager of the Heidelberg Center for the Environment (HCE) at Heidelberg University and the CEO of Momentum Novum, a strategy consultancy for sustainable development. He holds a PhD in Political Science and teaches at Heidelberg University, the Karlsruhe Institute of Technology (KIT), the Steinbeis Business Academy (SBA), the Steinbeis School of International Business and Entrepreneurship (SIBE), and the German Federal Foreign Office.
Francisco Ferreira is currently president of "ZERO - Sustainable Terrestrial System Association", a non-governmental environment organisation with national activity. He is also a professor at NOVA School of Science and Technology (NOVA FCT) and a researcher at the Centre for Environmental and Sustainability Research (CENSE). He was president of Quercus from 1996 to 2001 and vice-president from 2007 to 2011. He was a member of the National Water Council and the National Council for Environment and Sustainable Development.

Paula Castro is Full Professor of Psychology at Iscte and a researcher at CIS-Iscte. Her research looks at the processes of meaning-making and communication involved in the reception of new laws and public policies - mainly environmental ones - developing a social psychology of legal innovation. She has mainly investigated how new laws and policies governing climate action, biodiversity conservation, public participation or urban transformation are received by the public and the implications of this reception for social and personal change. The studies, both quantitative and qualitative, often focus on (the asymmetric) relations between public and scientific experts/decision makers. Other areas of interest are peoples' relations to place, local knowledge, and social memory.

Philippe Tulkens appointed as Head of Unit "Climate and Planetary Boundaries" at the European Commission in 2021, leads EU R&I activities focusing on climate change, biodiversity, nature-based solutions, and environmental observation. He leverages research outcomes to shape EU policies in alignment with the European Green Deal. Tulkens has held previous positions as Deputy Head of Unit, driving clean energy innovation, and policy assistant at DG RTD. With a PhD in climate physics, he has consistently bridged the gap between climate science and policy throughout his career, working for academic institutions, the Belgian government, the IPCC Chair, and the European Commission since 2006. Currently, he serves as the Deputy Mission Manager for the EU Mission on Adaptation to Climate Change since May 2022.
Joana Balsemão is trained in International Relations (BS) and Environmental Change and Management (MSc, Oxford University). She has over 20 years of experience in the field of sustainability both in government (local, national and EU level) and the non-profit sector. In whichever of these contexts, the common-thread of her work has been to drive environmental transformation. Another essential item in Joana's toolbox is her keenness on promoting participation, she believes that engagement is paramount to building trust and resilience in communities and organisations. Joana is currently an elected member of the executive at Cascais Council, responsible for environmental policies and active citizenship processes.
Catarina Roseta-Palma is an Associate Professor in the Department of Economics at Iscte. She was Iscte's Director of Sustainability from 2018 to 2022. Her main research interests are natural resource management, especially water, and environmental policy. She worked as a consultant with Regional Water Boards (ARH Alentejo and Algarve) and INAG (Portuguese Water Authority), as well as the Portuguese Environment Ministry and the European Commission. She was in the Portuguese Commission for Green Fiscal Reform (2014). She is a member of the European Association of Environmental and Resource Economists, where she was elected EAERE Council Member for the period 2010-2013 (vice-president for 2012-2013) and of the Iberian Association of Environmental and Resource Economists (AERNA), where she was a member of the Board in 2005-2011.
Carla Gomes is a research fellow at the ICS-ULisboa. Her research has focused mostly on adaptation to climate change and environmental justice. She currently leads WP5 - Society, Governance, Policy - at H2020 Project B-WaterSmart, addressing sustainable water management across six European regions. She was awarded her PhD by the University of East Anglia (UK), in co-tutelle with the University of Lisbon.
Diana Reckien is an Associate Professor of Climate Change and Urban Inequalities at the University of Twente, the Netherlands. She works at the interface of climate change governance and urban research with a focus on justice and equity, e.g., related to the trade-offs of climate planning and policies for different societal groups, synergies between adaptation and mitigation, and co-benefits of climate plans with other societal goals. She works on the role of urban greenery as an adaptation and mitigation measure to initiate transitions in urban areas and, if adaptation fails, on conditions of climate change migration as a last resort. Diana was Coordinating Lead Author of the Working Group II Contribution to the Intergovernmental Panel on Climate Change (IPCC)’s Sixth Assessment Report (Ch17). Diana has also led parts of the Second Assessment Report (ARC3.2) and currently leads an Element of the Third Assessment Report for Climate Change in Cities (ARC3.3).

Tim Rayner is a Researcher at the University of East Anglia, School of Environmental Sciences and Tyndall Centre since 2006. He has published on mitigation and adaptation-related policy areas, and emerging debates over climate engineering and the potential for greenhouse gas removal. Key expertise and interest in European Union climate policy and governance; adaptation and resilience; policy appraisal and evaluation and their roles in the policy process.

Alex Giurca leads EFI's European forest governance team in Bonn, Germany. His work experience and interests are in the area of forest policy and governance, with particular focus on sustainability transformations such as the bioeconomy. His recently co-authored a report investigating the opportunities and challenges of implementing the EU Forest Strategy. The report will be launched on 26.06.
Lucia Perugini is a researcher at CMCC, PhD in forest ecology with scientific background in forestry and climate change. Since 2003, she has been involved in the UNFCCC negotiations, providing technical and scientific support to the Italian Delegation on issues related to agriculture, LULUCF and REDD+. Her research activity is focused on assessment of climate change mitigation options in the land sector as well as the link between the scientific and policy communities in several EU Funded research projects. She is currently part Expert Group on Carbon Removals of the European Commission.
Annalisa Savaresi is an expert in environmental and climate change law, with 20 years’ experience working with international and nongovernmental organisations. She is an Associate Professor at the University of Eastern Finland, where she serves as Director for the Joint Nordic Master Programme in Environmental Law. She is also the director for Europe of the Global Network on Human Rights and the Environment (GNHRE) and member of the IUCN World Commission on Environmental Law (WCEL).
Paulo Miguel Madeira has a PhD in Geography from the University of Lisbon, where he also obtained a MSc and a degree in Geography. He is a post-doctoral researcher at ICS-ULisboa, where since 2021 he is a member of the team of the project ODSlocal – Municipal Platform for Sustainable Development Goals. He has conducted research on regional development and policies, from a perspective that combines the political economy of globalisation and regional policies. Paulo also participated in the evaluation of forestry policies in Portugal, within the project People & Fire: Reducing Risk, Living with Risk.

Aron Buzogany works at the Institute of Forest, Environmental, and Natural Resource Policy at the University of Natural Resources and Life Sciences Vienna (BOKU). His main interests are EU environmental and energy policy-making, including implementation in the member states. He also works on social mobilisation, including the rise of the new climate movement, and on energy transitions, both in EU member states and in Eastern Europe and Northern Africa.

Closing Remarks
Helge Jörgens is an Associate Professor at the Department of Political Science and Public Policy of Iscte - University Institute of Lisbon and an Integrated Researcher at CIES-IUL in Lisbon Portugal. He holds a PhD from Freie Universität Berlin. His research interests include comparative and international environmental, energy and climate policies, the role and influence of international bureaucracies, and the diffusion and transfer of public policies.

Closing Keynote
Duarte Cordeiro was born in Lisbon in 1979. He has a degree in Economics from the Higher Institute for Economics and Management (ISEG) and a Postgraduate degree in Corporate Leadership from Iscte - University Institute of Lisbon. He was Deputy Mayor of Lisbon from April 2015 to February 2019, charged with Urban Hygiene, Public Spaces, Economics and Innovation, Smart Cities and Sports. He had been a Councillor in Lisbon Town Hall since October 2013. He was a member of parliament in the 11th and 12th legislatures and belonged to the Economics and Finance Committee and the working group for drafting a Base Law on Quality, Innovation, Competitiveness and Entrepreneurship. He was Vice-President of the Portuguese Youth Institute and Chairman of the Board of Directors of the Foundation to Disclose IT in 2008. He was Secretary General of the Socialist Youth from 2008 to 2010 and is Chairman of the Socialist Party’s Lisbon Urban Area Federation. He was Secretary of State in the Cabinet of the Prime Minister and for Parliamentary Affairs in Prime Minister António Costa’s 1st Government and Secretary of State for Parliamentary Affairs in Prime Minister António Costa’s 2nd Government.
